Use gummed paper tape, it's sold in office supply stores (cheaper than duct tape too) and it dries hard as paper mache and just as light. Use several layers, drying between each. It'll take a while but the dress form will last much longer than the duct tape form will. And to the above poster, I thought the same, until I saw mine.
